Rutgers University Family Housing is available only to students who are matriculating, enrolled full-time and who are living with their spouse and/or one minor dependent child under 5 years of age. Priority is given to students in Ph.D. programs, master level programs, and undergraduates in that order. Research credits count for student status only for doctoral candidates working full-time on their degree requirements.

Family housing, located at 29 James Street and 77 Bleeker Street, have apartments that vary in size and layout. Efficiencies (Studios), one bedroom, and two bedroom apartments are available, however priority for two bedroom apartments are given to families with children. All apartments are carpeted and air-conditioned but they are not furnished. There are laundry facilities in both Family Housing buildings.

The Family Housing facilities are in high demand and fill quickly. Therefore, it is best to notify us of your interest as soon as possible. Also, please be aware that you will be asked to provide documentation of marriage or maternity/paternity. A security deposit will be required when you are offered an apartment. The amount will be equal to your first month’s rent. The rent amount includes utilities, and is due on the first business day of each month in advance for that month.

Twice a year, the University provides Family Housing with mandatory pesticide servicing of all apartments. In addition, there is a NO PET policy that is strictly enforced. Students’ and spouses’ children are welcome to join a University Meal Plan.

Application Process
a) Applications are available in The Office of Housing and Residence Life, located in Woodward Hall and may be downloaded using the link below.

b) All applications must be accompanied with a certification of marital or domestic partner status, and if applicable a certificate of birth, adoption or custody papers for all dependent children.

Duration of Lease – Family Housing Apartment leases begin on July 1st (start date may be adjusted if renovations are required) and ends June 30th the following year.

*If you are placed on the waiting list your application will be held for only 1 year from the date of application. After that 1 year, your name will be removed from the waiting list. If you wish to remain on the waiting list it is your responsibility to re-apply.

Eligibility
At least one occupant must be a REGISTERED full time matriculating student at Rutgers University Newark Campus. The program director of the graduate department or undergraduate school in which the student is enrolled determines “registration”. Part-time students and those on practical training are ineligible.

a) The student must be living with either a spouse or one minor dependent child. For this purpose, “spouse” includes those persons approved through the Affidavit of Domestic Partnership Process (Marriage for Heterosexual couples, and legal certification for Homosexual couples). In this agreement, “minor dependent child” means a dependent child not having reached his or her 5th birthday, in the full time custody of and residing with, the student as the full time custodial parent.

b) A minimum of three (3) research credits are required of students who are doctoral candidates working the equivalent of full time on their degree requirements

c) Students are eligible for family housing for a maximum of five (5) years, or three (3) years in case of post-Doctoral appointments. This agreement will terminate on the date any student reaches the three (3) or five (5) year limit on eligibility.

d) Students are immediately ineligible for family housing upon the occurrence of any of the following events:
1) Completion of their academic program,
2) Withdrawal from Rutgers,
3) Their spouse or minor dependent children no longer reside with them, or
4) Their children are no longer minor (as defined in the agreement) or dependent upon themRenta) The student shall pay the monthly rent stated on the original lease.

Rent
The rent is due on the first (1st) day of each month as payment in advance for that month’s rent.

Late or Non-Payment of Rent
a) Rent should be paid by the first (1st) of every month to avoid late charges.
b) Rutgers will not issue a warning to the Student if rent is received late or not received. Failure to pay rent on time is a violation of the student’s lease and may result in removal of the Occupants from the Apartment.
c) Students who fail to pay rent on time are subject to the following penalties; a charge of twenty-five ($25.00) dollars will be imposed if the monthly rent is received and validated after 4:30 p.m. on the fifth (5th) day of any month (Preceding Friday if the 5th day is a Saturday, Sunday, or Holiday). A charge of fifty ($50.00) dollars will be imposed if the monthly rent is received and validated after the 10th day and before the 15th day. As of the 15th day of the month, a hundred ($100.00) dollar fee is imposed.

1) Hold on Registration/Transcript. Rutgers may place a “hold” on the registration and/or academic records of the Student if the rent has not been paid within five (5) days of its due date. Holds will only be moved after charges have been paid in full buy cash or money order.
a) The student is responsible for full amount of rent during the full term of his/her current Lease agreement.
b) This responsibility continues if the Student vacates the apartment or if Rutgers removes the student. All unpaid rent will become immediately due and payable, at Rutgers option. The student will not be entitled to any excess rental income resulting from the re-renting of the apartment.

Security Deposit
a) The student is required to give Rutgers University Newark a security deposit. The amount is stated on the current Lease Agreement. The student may not apply the security deposit to payment of rent. This security deposit shall be deposited in an interest bearing account at a federally insured New Jersey bank or savings and loan.
b) The security deposit will be returned within sixty (60) days after the student vacates the apartment.
c) Rutgers University may use as much of the security as necessary to pay for repair of damages resulting from the occupancy or vacating of the apartment, not including normal wear and tear.

The security may be used to pay the cost of cleaning the apartment thoroughly if the student fails to do so upon vacating the apartment. If any of the security is used to pay for rent or repairs required before the end of this agreement, Rutgers may demand that the student replace the amount used.

Use of the Apartment
The apartment may be used only as a private residence for the student their spouse/domestic partner and their minor dependent children. Occupants may not permit others to use the apartment mailing address.
